WITH reference to your despatch No. 278 of the 25th June, and my reply No. 287 of the 24th ultimo, regarding the proposed improvements to the Taku Bar, I have to inform you that Regulation 7 A of the Tien-tsin Land Regulations should stand for the present as an urgent Regulation that has not been disallowed, pending issue of the new China Order in Council. This Order is in course of preparation, and will substitute inter alia the approval of the Secretary of State in such matters for that of His Majesty the King. Furthermore, all the local legislation now in force in China is being revised, and the Tien-tsin enactments will be reconsidered in the course of this revision.

With regard to Regulation 7 B, there is no objection to the form in which it is drawn up, and your action in regard to it has my approval. In case it is issued, it should be issued as an urgent King's Regulation.
